Jurisdiction Matters

The latest (2010/2011) Judicial Hellholes report offered by the American Tort Reform foundation ranks the top three jurisdictions for civil litigation as Philadelphia (#1), California-particularly Los Angeles and Humboldt counties (#2) and West Virginia (#3).  The previous year’s report ranked South Florida as number 1 but it has now slipped to the number 4 spot.  Cook County IL, historically near the top of the list, is in the number 5 slot. The report gives a shout out to the Florida Legislature and to The Maryland Court of Appeals for legislative actions or decisions reviewed as fair and resulting in a change for the good.  The report also highlights a few jurisdictions as being on the fringe for becoming a Hellhole.  Some of the suspects include Madison County IL, Atlantic County NJ and St. Landry Parish LA.
